π Purpose of the Role
To provide legal and legislative expertise focusing on drafting, reviewing, scrutinizing, and managing financial sector and economic-related legislation on behalf of the Minister of Finance and the National Treasury. This role ensures that all legislative outputs meet high constitutional, technical, and policy standards.

π Draft and Review Legislation

Draft, edit, and scrutinize financial sector and economic-related Bills.

Ensure legislation aligns with the Constitution and best drafting practices.

Participate in policy development requiring legislative support.
π§ Oversee Legislative Processes

Guide Treasury units on parliamentary and Cabinet legislative processes.

Prepare Bills and required documentation for Cabinet and Parliament.

Facilitate the entire parliamentary legislative cycle and Presidentβs assent processes.
π Regulatory Impact & Costing

Assist with costing and regulatory impact assessments of draft legislation.

Ensure practical, enforceable, and policy-aligned legal frameworks.
π Review External Legislation

Assess draft legislation from other ministries affecting the financial sector.

Prepare the Ministerβs input and highlight potential impacts.

Prepare, review, and refine regulations issued by the Minister of Finance.

Coordinate comments on regulations requiring concurrence.

Ensure regulations align with Treasury laws and constitutional requirements.

This position plays an essential role in shaping South Africaβs financial regulatory environment. As the Deputy Director, you will work across multiple divisions to ensure laws strengthen financial stability, uphold constitutional rights, and support economic growth. You will be responsible for identifying legislative gaps, contributing to reforms, and ensuring that new Bills and regulations strengthen transparency, accountability, and the proper functioning of financial institutions.
Your input will directly influence national policy direction and support the Minister of Finance in fulfilling legislative obligations. This role requires both technical drafting ability and strategic understanding of the broader financial ecosystem. You will navigate complex legal and economic frameworks, balancing policy intent with legal accuracy to ensure high-quality, defensible legislation.
