About the Role: The Agricultural Research Council (ARC) is seeking a strategic Human Capital Manager to oversee the HR functions at the Business Unit level. This role plays a pivotal part in implementing HR strategies that align with the organization’s objectives and enhance employee engagement. Working closely with senior leadership, the HCM Manager will support business goals by providing HR guidance, developing talent management frameworks, and ensuring compliance with South African HR laws.

Key Responsibilities:

  • ✅ Provide strategic HR support and guidance to senior leaders, ensuring alignment with business objectives.

  • ✅ Manage and oversee recruitment, onboarding, performance management, and employee relations processes.

  • ✅ Implement and drive talent management strategies across the business units.

  • ✅ Administer HR systems, including HR data analytics and reporting.

  • ✅ Advise on conflict resolution, employee discipline, and performance improvement.

  • ✅ Promote organizational development through strategic coaching, training, and process change.

  • ✅ Lead the execution of performance management systems, including assessments, feedback, and development plans.

  • ✅ Foster a positive work environment by ensuring two-way communication between employees and management.

  • ✅ Partner with the Transformation Committee to meet employment equity targets and employee transformation goals.

Requirements:

  • 🎓 Qualification: Bachelor’s Degree in Human Resource Management, Industrial Psychology, or related field.

  • 📅 Experience: Minimum 5-7 years in Human Resources, with at least 3-5 years managing a team.

  • 🌱 Advantage: Experience in the agricultural or public sector.

  • 🛠️ Skills: Proficiency in HR systems (especially SAGE 300), data analysis, and strong knowledge of HR laws.

  • 💬 Communication: Excellent interpersonal and communication skills with a focus on relationship building.

  • 🚗 License: Valid driver’s license.

  • 🌍 Bonus: Registration with SABPP or similar professional body.
