About the Role
The Learning and Development Manager is responsible for designing, implementing, and driving the full L&D strategy for Signature Cosmetics. This is a senior role that requires strategic leadership, SETA compliance expertise, and the ability to deliver modern, future-fit learning solutions. You will act as the custodian of the learning framework, ensuring skills development meets business goals and regulatory requirements.
Key Responsibilities
Strategic Learning & Development Leadership

Develop, implement, and maintain the organisational Learning and Development strategy.

Conduct and analyse Training Needs Analysis (TNA) to identify and prioritise capability gaps.

Align learning initiatives to talent, succession, and business strategies.

Build a future-fit competency framework and manage development plans across all levels.

Ensure all learning interventions demonstrate measurable ROI.
Learning Programme Development & Delivery

Design and implement a comprehensive L&D framework across the organisation.

Develop innovative training programmes using digital tools, e-learning, workshops, coaching, and blended learning techniques.

Create and maintain learning materials aligned to business disciplines and future skill requirements.

Ensure effective delivery of leadership, management, and supervisory development programmes.
Skills Development & SETA Compliance

Manage the Workplace Skills Plan (WSP), Annual Training Report (ATR), and discretionary grant submissions.

Build relationships with SETAs, especially W&R SETA, and ensure full statutory compliance.

Identify and manage Learnerships, BBBEE initiatives, and all skills development reporting.

Support BBBEE verification with accurate L&D-related documentation.
Stakeholder Management & Collaboration

Partner with HODs to understand training requirements and talent gaps.

Build relationships with tertiary institutions to attract top students.

Manage external training providers and ensure quality delivery.

Participate in Employment Equity committees and support talent transformation strategies.
Operational L&D Execution

Oversee the Learning Management System (LMS) and maintain training policies and procedures.

Manage onboarding/induction programmes for Signature and Autograph brands.

Facilitate learning sessions and assessments, ensuring alignment with learning outcomes.

Manage L&D budgets, training calendars, scheduling, and resource planning.

Compile, present, and submit all required L&D reports.
Minimum Requirements
-
Grade 12 or equivalent.
-
Degree specialising in Learning and Development.

Skills Development Facilitator (SDF) certification.

Qualified assessor and moderator.
-
Qualification in content design is an advantage.

5–10 years’ experience as an L&D Specialist or similar role.

Minimum 2 years’ experience as an SDF.

Experience within a L&D environment transitioning to a Learning Academy (advantageous).

Proven experience working with SETA structures—W&R SETA experience highly beneficial.
