The Role: People & Culture Operations Manager
We are seeking a dynamic People & Culture (P&C) Operations Manager to join our team in Addis Ababa. This pivotal role will ensure the smooth operation of all P&C functions in accordance with Plan International Ethiopia (PIE) policies and procedures.
You will be at the forefront of supporting staff and managers, ensuring HR policies are effectively operationalized and contributing to a healthy, safe, and inclusive work environment.
Key Responsibilities

Oversee daily P&C operations, ensuring compliance with PIE policies and global standards.

Provide proactive guidance on employee relations, grievance resolution, workplace safeguarding, and employee safety.

Coordinate departmental audits and manage performance monitoring systems.

Act as the primary point of contact for Programme Area P&C representatives, offering support in performance management, training, and development initiatives.

Collaborate closely with Programme Area and Emergency Response Managers to identify and address staff needs.

Drive implementation of Plan’s safeguarding, gender equality, and inclusion policies across all departments.

Facilitate training and induction sessions to ensure all staff are well-versed in P&C protocols.
What We’re Looking For
Education & Experience:
-
Bachelor’s or Master’s degree in Human Resources or a related field.
-
Minimum of 7 years of relevant HR experience within the INGO sector, with at least 3 years in a managerial role.

Strong understanding of Ethiopia’s labor laws and HR best practices.

Proven ability to collaborate across departments and influence at all organizational levels.
Key Skills:

Excellent leadership, coaching, and mentoring capabilities.

Strong negotiation and conflict resolution skills.

Deep commitment to safeguarding, gender equality, and inclusion.

High-level organizational and multitasking skills.
Preferred:

Experience in complex humanitarian settings.

Familiarity with Plan International’s global policies and processes.
