Hire Resolve is seeking an experienced, highly structured Assistant Payroll Manager (2IC) to join a major group's Head Office in Sandton. Reporting directly to the Remuneration Manager, this strategic operational role serves as second-in-command for all payroll functions—taking ownership of PaySpace system management, budget preparation and control, statutory tax submissions, complex reconciliations, workflow policy updates, and staff supervision.
Key Performance Areas:
Payroll Operations & Systems: Oversee end-to-end payroll processing, system parameter configurations, and report writing specifically utilizing PaySpace. Ensure seamless interface execution between Time & Attendance (T&A) and core payroll software.
Financial & Budgeting Control: Compile, manage, and control departmental payroll budgets, monitor actuals against variance forecasts, and maintain strong general ledger/accounting reconciliations.
Taxation & Statutory Submissions: Execute statutory tax calculations, applications for tax directives, and statutory returns (EMP201/EMP501, COIDA, UIF, etc.) while keeping abreast of Income Tax Act updates.
Policy & Workflow Development: Input into and refine payroll internal policies, controls, and workflow processes (e.g., garnishments, medical aid procedures, leave provisions, and benefit structures).
Team Supervision & Leadership: Provide direct guidance, work allocation, and performance monitoring for supervisory/junior staff to ensure strict deadline compliance.
Reporting & Auditing: Generate complex custom reports on PaySpace, prepare Employment Equity and Labour Statistics data, and ensure complete internal audit compliance.
Minimum Requirements
Education: Grade 12 plus a relevant Tertiary Qualification in Payroll Management, Finance, or Accounting.
Experience: Minimum of 8+ years total payroll experience, including at least 3 years in a direct supervisory/people management role. Strong general accounting background is essential.
System Expertise: Hands-on experience and proficiency in PaySpace (including report writing and system parameter-level understanding).
Technical Skills: Advanced MS Excel and Advanced MS Word, PaySpace skills. Strong, sound reconciliation capabilities.
Legislative Knowledge: In-depth knowledge of Wage Determination 452, BCEA, LRA, COIDA, OSHA, POPIA, Income Tax Act, and Bargaining Council agreements
